2. This is new development in the open countryside which is contrary to planning policy, and would not be permitted to any other applicants.



3. Any development in the open countryside and outside the fortress fence should be subject to General Permitted Development Order restrictions and built and removed within the 28 days.  If it takes longer than this, then by definition it is not appropriate for that location.  A conditioned approval might give the festival 4 months (as elsewhere) to build and break.  The parish council would not accept this as it extends the time unacceptably that there is an impact on the community of East Pennard.



4. Planning permission should be granted only to areas within the fortress fence, and to some exceptional essential logistical or infrastructure installations.  Any other developments that are outside the fence should require individual permissions to lessen the impact on the festival’s neighbours.  The red line for the application site should be amended to follow the fence.





5. The village of East Pennard is ignored with no explanation in the application, as required in a planning application, as to where and how the increased traffic from Worthy View will access the site.

Response of East Pennard Parish Council (EPPC) to amendments to the planning application 2022/2458/FUL

East Pennard Parish Council recommends refusal of this application.

As the amendments to the proposal do not apply to any of the comments made previously, East Pennard Parish Council sees no reason to change these comments, but understand and have no objection to dropping the proposals to have no campsite in fallow years. EPPC is disappointed with the response of Glastonbury Festival Events Limited (GFEL) to their concerns. GFEL said they would consider these comments, in particular the requirement to remove equipment in the vicinity of East Pennard within 28 days. If this is a condition of approval, can you please discuss this with EPPC. EPPC is also disappointed that no-one from GFEL came to the meeting to discuss their amendments.

Therefore the original five comments still stand together with an additional point. EPPC recommends refusal for the following reasons:

East Pennard Parish Council strongly objects to this proposal and recommends refusal of permission for this application for the following reasons.

The bund was originally created to prevent view of the Evercreech Junction industrial complex from Ditcheat to the southwest of it, the idea being that trees and shrubs would be planted on the western side of the bund as a barrier. This application for buildings to be erected on the top of the bund is in complete conflict with the idea of having tree cover to act as a screen as activities and light would still be visible despite the vegetation. This proposal is totally against the original intent and consents given for the bund. There are many dwellings in the Ditcheat area with direct lines of sight, 67 within 1000 metres of this site, so visual impact is a significant factor. EPPC strongly opposes this application.
